JOB TITLE: Tribal Human Resources Advisor

PAY SCALE GRADE: 16 – 17 – 18 ($48.57 to $63.38 DOE)
REPORTS TO: Vice President of Human Resources
LOCATION: Nome
The Tribal Human Resources Advisor for Tribes serves as a key resource for advising and supporting tribal councils and staff on human resources matters while working closely with the Tribal Affairs and Tribal Legal. This position plays a critical role in reviewing and recommending updates to HR policies and procedures, reviewing and refining job descriptions, consulting on employee relations issues, assisting in the development of HR functions, and providing training to enhance the organization’s HR capabilities. The HR Advisor ensures that all human resources practices align with tribal council values, laws, and applicable regulations.
BRIEF SUMMARY OF JOB RESPONSIBILITIES:
- Policy and Procedures Review & Development:
- Regularly review and update HR policies and procedures to ensure compliance with applicable laws, regulations, and tribal values.
- Recommend new HR policies and procedures based on industry best practices and specific needs of the tribe.
- Job Description Review & Refinement:
- Review existing job descriptions to ensure clarity, consistency, and alignment with organizational goals.
- Assist in the development or revision of job descriptions to meet the evolving needs of the tribes.
- Employee Relations Consulting:
- Serve as a point of contact for employee relations issues, offering guidance on conflict resolution, discipline, and performance management.
- Provide advice on managing sensitive personnel matters in accordance with the tribe’s personnel policies.
- HR Function Development:
- Collaborate with tribal coordinators to assist in establishing or enhancing general HR functions, including recruitment, onboarding, compensation, and benefits administration.
- Offer expertise in building a strategic HR framework that aligns with the tribe’s long-term goals.
- Training & Development:
- Develop and deliver training sessions for tribal councils and other staff on fundamental HR topics such as performance evaluations, conflict resolution, compliance with tribal policies, and other HR-related matters.
- Provide coaching and mentorship as needed on effective HR management techniques.
- General HR Advisory:
- Provide guidance on HR best practices, compliance with relevant employment laws, and any issues that arise related to tribal employment policies.
- Serve as a trusted advisor to senior leadership and department heads on all HR matters.
- Provide coverage for Vice President of Human Resources or other staff within the HR department as needed.
- Other duties as assigned.
QUALIFICATIONS:
- A Bachelor degree from an accredited institution of learning, with the major in Human Resources/Business Administration or a closely related field. Work experience in the field may be substituted on a year for year basis.
- Must be able to acquire SHRM-CP within 1 year of hire.
- 4 years experience in Human Resources field preferred.
- Must possess strong research, writing and verbal communication skills. Strong organizational skills required.
- Must be able to maintain strict confidentiality regarding employee information and use good judgment in making decisions.
- Must be dependable, self-motivated and able to work with minimum supervision.
- Computer, keyboarding and office skills required. Knowledge of Microsoft Word, Windows and Internet usage required. Experience with HRIS and Excel desired.
- Must have the ability to develop and maintain an effective working relationship with personnel and the public. Maintain a professional attitude, be responsible, dependable and demonstrate a commitment to excellence.
- This position is expected to occasionally attend evening meetings.
- Must be willing and able to travel to regional villages.
