REPORTS TO:                                  CPD Program Director

The Community Development Specialist is responsible for the facilitation and coordination of regional initiatives, projects, trainings, and, when appropriate, the development of multi-village grant proposals. The position is also responsible for assisting other CPD staff in the implementation of the Comprehensive Economic Development Strategy (CEDS) through project coordination and grant activities.

BRIEF SUMMARY OF JOB RESPONSIBILITIES:

1.      Provide project development and coordination assistance to the Community Planning and Development Department.

2.      Assist in providing technical assistance and training to village IRA and Traditional Councils and staff to aid them in planning, developing and submitting of grant applications for needed village programs, services and facilities, and as needed managing awarded grants.

3.      Assists village planners, environmental coordinators, and other Tribal staff in researching sustainability strategies.

4.      Work with tribal entities and other community organizations to coordinate staff training and technical assistance in understanding, program development, advocacy, program management, and grant conditions.

5.      Assist in coordinating annual grant writer training with appropriate organizations and agencies.

6.      Assist CPD Program Director in the management of CPD initiatives and activities.

7.      Assist other Community Planning & Development program staff in community planning activities in order to develop supporting documentation (research, statistical analysis for grants) and process to update community project prioritization lists.

8.      Maintain a high level of communication with village based grant writers, IGAP coordinators and IRA/Traditional Councils regarding funding opportunities and grants management issues.

9.      Maintain a high level of communication with CPD partner agencies regarding issues/ concerns Bering Strait Villages face, as well as locally-developed strategies to address the issues/concerns.

10.   Travel to communities in the Bering Strait Region to determine needs based upon community inputs, and provide on-going technical assistance and training.

11.   Other duties as assigned by the Community Planning & Development Program Director.

QUALIFICATIONS:

1.      Bachelor’s Degree in Economics, Business Management, Rural Development or related field. Responsible work experience may substitute for the degree requirement;

2.      Previous experience in providing technical assistance or training programs preferred;

3.      Previous experience in grant writer preferred;

4.      Must have strong oral and written communication skills, organizational and budgeting skills;

5.      Ability to work effectively with people from a variety of backgrounds

6.      Must be dependable, self-motivated and able to work with minimum supervision;

7.      Must possess computer skills in Windows, Microsoft Word and Excel, e-mail and Internet usage.  Also, prefer Microsoft Power Point skills;

8.      Must be willing and able to travel;

9.      Prefer federal and state grants management experience.
